BDO Zone Ratings

BDO Zone Ratings certify ‘regional readiness’ for bio-manufacturing.

A BDO Zone rating is an internationally recognized, standards-based technical risk assessment of a region’s feedstock, supply chain, and infrastructure risk with respect to the development potential for new biofuel plants. BDO Zone ratings are site location bullseyes for bio-project development. Investment grade ratings are force-multipliers for attracting new manufacturing plants to the areas where they are most likely to succeed, drive investment and create jobs.

BDO Zone ratings help local economic development agencies and communities more effectively and credibly disclose feedstock and infrastructure-related risks and attract new development opportunities for biofuels projects.

Ratings signal that a region has undergone rigorous and extensive due diligence using a framework of over 75 standardized, transparent, and validated risk indicators based on the BSCR Standards for biobased investment. ‘AAA’, ‘AA’, ‘A’ and ‘BBB’ ratings identify areas best positioned for low-risk biofuels project development.

Feedstock Surplus

Data indicating at least 50,000 tonnes per year of excess feedstock available to support typical intake of new biofuels manufacturing plants.

Supply Chain Strength

Evidence supporting long-term commitment to supply both quantity and quality by local farmers, forestry companies, food waste generators, haulers and municipalities.

Sound Infrastructure

Suitable transportation, logistic, operating and supporting infrastructure to meet the requirements for new facility operations.

Rating Scale

BDO Zone ratings undergo dynamic evaluation to ensure they accurately reflect evolving regional bioeconomy conditions. Our performance tracking examines rating stability and migration patterns across different time horizons to validate assessment accuracy.

Through ongoing monitoring protocols, we systematically evaluate emerging developments that could influence a region’s biomanufacturing potential. This approach ensures that project developers and investors receive timely intelligence about regional bioeconomy opportunities, enabling more informed site selection and investment decisions in the rapidly evolving biomass sector.

Who assigns BDO Zone Ratings?

BDO Zone Reports are written by licensees, which are qualified consulting firms with environmental expertise who undergo rigorous training in IBRA’s proprietary assessment methodologies. These authorized entities conduct technical due diligence and compile preliminary assessments of biomass resource readiness according to IBRA’s standardized frameworks.

While licensees execute the analytical groundwork, final rating determinations remain exclusively with IBRA’s rating committees to maintain methodological consistency and analytical independence. Licensees submit rating recommendations for committee review but do not issue ratings directly.

This structured relationship preserves rating integrity while expanding IBRA’s assessment capacity across diverse geographic regions. Licensees remit standardized fees for methodology access and ongoing technical support, creating a scalable framework for consistent biomass risk evaluation globally.

Benefits

Investment Attraction

BDO Zone ratings serve as internationally recognized risk assessments that signal “investment-grade” biomass readiness to global developers and capital providers. Investment-grade ratings function as force-multipliers for attracting new manufacturing facilities to regions where they are most likely to succeed, accelerating capital deployment and job creation.

Risk Mitigation

Ratings provide standardized evaluation of feedstock, supply chain, and infrastructure risks using a framework of over 75 validated risk indicators based on the BSCR Standards for biobased investment. This systematic approach reduces project development uncertainties and improves financing terms.

Global Recognition

BDO Zone Ratings have been recognized in the United States Department of Agriculture’s “Plan to Enable the Bioeconomy in America” as an important driver of U.S bioeconomy development. This institutional endorsement reinforces their credibility as an assessment standard.

Market Efficiency

BDO Zone ratings address critical information asymmetry between biomass-rich communities and project developers. The unfortunate result of this disconnect is that many high-potential communities are effectively “lost” to biobased economic development, while project developers spend months or years searching for suitable locations.

Economic Development

USDA estimates that utilizing biomass to manufacture alternative fuels, renewable chemicals, bio-based products and sustainable aviation fuels could create approximately 4 million jobs and nearly $660 billion of economic benefits. Ratings enable communities to capture this value.

Carbon Reduction

The total annual GHG reduction impact potential of the BDO Zone Initiative in the US alone is estimated at 2.59% of overall net emissions for the U.S—equivalent to removing approximately 32.6 million cars from the road. BDO Zone Ratings accelerate this transition by identifying optimal project locations.
